Jan Neumann is Head of Legal Affairs and Organisation at the North Rhine-Westfalian Library Service Centre in Cologne with over a decade of experience bridging legal, organisational and information-infrastructure challenges. He also leads the OER World Map project, coordinating a complex global knowledge-management platform that combines social networking, geoinformation and library catalogue functions to accelerate the open education (OER) ecosystem. Active in policy and education circles, he serves on the Educational Committee of Experts of the German UNESCO Chapter and writes about OER practice and policy at oersys.org. Jan’s work sits at the intersection of law, library science and open-data technology, translating governance needs into scalable, community-driven digital services. Notably, he manages philanthropic and multi-stakeholder collaborations (including Hewlett Foundation funding) to mainstream OER through practical infrastructure and policy support.
