Top SchoolJulian Tait is a civic technology leader and co-founder of Open Data Manchester CIC with nine years of focused experience shaping ethical, community-centred data practice and governance. As CEO and Chair of the Open 3P Standard Custodian Board, he blends strategy, standards development and hands-on programme delivery to help local governments and cities unlock responsible open data use. He led the Declaration for Responsible and Intelligent Data Practice adopted across Greater Manchester and has translated that expertise into international advisory work for World Bank/IFC and multiple European Smart City programmes. Julian’s practice emphasises data cooperatives and citizen control—an uncommon blend of policy, technical standards and grassroots organising that has driven energy data cooperative pilots and multi-city working groups. Based in England, he sits on several regional and national steering groups, consistently acting as a bridge between civic advocates, industry and public sector decision-makers.
